San Francisco’s RV Abatement Plan 2025

Located on this post you will find the actual City documents (with budget numbers). We are adding as we go as well as stating some thoughts about the different ways this violates the Constitutional rights of the Vehicle Dweller.Please feel free to send us your comment. If it’s constructive, we will be happy to present it. Unfortunately, due to the hate speech we endure, it all has to be vetted first. In the photo below is the old law (still in effect) SFPD 97, which has been around since 1971: an effort to rid the city of thousands of hippies and their vehicles invading.

On this page, we will discuss the legality – and cost – of that.

This is the City’s budget for doing this: approximately $12.9 million annually. There are 1,444 households living in vehicles, per the above government document. That would be $8,933 per household, which is more than sufficient to pay for a private RV park in the East Bay or Northern California. Instead, this is what it will go towards. The Dept of Homelessness gets 8% for administrative costs, as shown in 3rd slide.

The 2024 PIT counted 1,444 “vehicular homeless”. The new RV Abatement Program is providing assistance to 210 of the targeted 437 vehicle dweller it “registered” in May 2025. The rest must leave town or be forced to move every two hours 24/7.

Here we have a belated attempt to say that there will SOME kind of appeal process for those who are given “Refuge Permits” (you know, to live inside their own homes).

Here are the planning notes from Nov and Dec 2023, so it’s a bit concerning that HSH had to be told by Supervisor Melgar to get an appeals process together. It’s going to be necessary since the “Refuge Permit” holders can lose the permit at an instant. No notice, no appeal. All very opaque and vague.
